The subject of this case study is a Results-Based Financing (RBF) program in Senegal, funded by USAID and the World Bank, and implemented the Ministry of Health (MOH) with support from Abt Associates. This program is unique in being one of the only RBF programs initiated by the MOH and not by donors. Data for this case study were gathered through document reviews and in-depth interviews with key informants from USAID/Senegal, the World Bank, and both current and former MOH staff working on the RBF program.
